Utah Renewal Express allows you to renew, Change your address, Renew your vehicle registration. There is not additional charges to use DMV Express online beyond the cost of your regular fees to complete the above services.  In order to use the Utah Renewal Express the following criteria must be meet: Own the vehicle shown on the renewal notice, Complete the necessary safety and/or emission tests and have the certificates, and Have a valid credit card to complete the transaction with Utah Renewal Express.
